Most of the questions from readers on this blog seem to be regarding problem lodgers and how to get rid of them.

Do you intend to cover problem lodgers AND tenants? Will it be free of charge? Will it be in plain English or in legalese? I think it’s a great idea but I don’t know how many Landlords/Owners would wish to deal with the problems themselves! It may be easier to use a specialist Lettings Agency

It will be written in my normal style which I like to think is plain English!
So far as agents are concerned my understanding is that most people don’t use them for finding a lodger for their own home. They will therefore have no option but to deal with any problem lodgers themselves. Which from all the comments on this blog, many people find rather difficult to do.
The proposed pack will hopefully make it easier for them.
